EXTRACTS FROM GAOL RECORDS,
THE ACTING COLONIAL SECRETARY TO THE SUPERINTENDENT, HONGKONG GAOL.

HONGKONG, 4th August, 1865.
SIR,
I am directed by His Excellency the Acting Governor to send the enclosed copy of despatch received from the Secretary of State for the Colonies, and to instruct you to give effect to the rule regarding remissions of Sentences on the Scale attached to Colonel HENDERSON's letter.
You will observe that this Scale does away with the necessity for computing days, and I transmit a Table of Remissions of Sentences in accordance with that Scale, and of Gratuities calculated on the same principle.

BRANDING MADE A CONDITION OF REMISSION OF SENTENCES.
MINUTE BY THE ACTING COLONIAL SECRETARY AS TO ILLEGAL BRANDING OF CHINESE PRISONERS.
The document C.S.O. No. 1143 of 1866 is registered, and under "Action Taken" is the following record:
"Remarked by Governor and sent to Attorney General, 6th August, 1866. Returned with "opinion. Governor has no power to order any person to be branded without the sanction of a Legislative enactment in that behalf. 18th August, 1866. 30 of the men deported to Canton, 21st August, 1866."

The opinion of the Attorney General referred to above has been removed from its place and cannot be found.

In accordance with the Provisions of the Scale of Remission of Sentences for Prisoners in force in this Colony, I have the honour to submit for the favourable consideration of His Excellency the Governor, the following names of Prisoners who have complied in every respect with the conditions therein contained, and respectfully request that I may be authorized to discharge the men on the dates opposite their respective names.
1. KOONG-A-HOONG, sentenced to 2 years' hard labour on the 11th March, 1865, for Larceny from Person, to be discharged on the 10th instant.
2. CHEA-A-HOR, sentenced to 3 years' Penal Servitude on the 22nd June, 1864, for Larceny in a Warehouse, to be discharged on the 17th instant.
3. WONG-A-CHEONG, sentenced to 2 years' hard labour on the 23rd February, 1865, for Larceny from Person, to be discharged as soon as the order is received.
4. CHIN-TAI-HA,* sentenced to 6 years' Penal Servitude on the 20th January, 1862, for Robbery with Violence, to be discharged as soon as the order is received.
5. WONG-A-SOET, sentenced to 2 years' hard labour on the 27th February, 1865, for Larceny, to be discharged as soon as the order is received.
I beg to suggest that all these Prisoners be branded before they are discharged from Gaol.

The same Remission of Sentences, but only half the above amount of Gratuity, can be earned by Chinese and Indian prisoners.
